Andy,

Remove any disks from the machine. Press Play,1,5,9
You should see a bunch of dashes on he display.
Press 121 212 005 00x where x is the region number you want i.e 001 for R1, 002 for R2 etc. 000 may be multi region but I haven't tried it and it doesn't help with RCE...
Now power off, power on and the region is changed!
